Doha: Germany has expressed deep concern over the escalating regional crisis, warning of growing threats to stability while reaffirming its strong solidarity with Qatar and commitment to diplomatic solutions.
In an exclusive interview with The Peninsula, German Ambassador to Qatar H E Oliver Owcza described the situation as “very, very concerning,” particularly in light of recent attacks targeting key energy infrastructure in the region.
“We are witnessing a deterioration and a real threat to regional stability,” the ambassador said, stressing that while the conflict remains complex, the priority must be to better understand the objectives of the parties involved and work towards a diplomatic resolution.
Germany, he noted, holds “severe reservations” regarding Iran’s policies, particularly in relation to nuclear ambitions, ballistic missile capabilities, and regional proxies. At the same time, he acknowledged that these dynamics have triggered reactions from other actors, further complicating the situation.
Ambassador Owcza highlighted that the crisis is high on the agenda of the European Union, with ongoing consultations among member states. He pointed out that recent measures, including sanctions against members of Iran’s revolutionary guards’ leadership, signal Europe’s unified stance.
Beyond formal EU mechanisms, Germany is also working closely with key partners such as France and the United Kingdom to coordinate responses, reflecting what he described as “flexible formats” of engagement.
However, he added that the crisis in Ukraine continues to demand equal urgency in European foreign policy deliberations.
Despite the geopolitical tensions, the ambassador expressed confidence in the resilience of bilateral relations between Qatar and Germany.
“It would be naive to say there are no impacts,” he said, referring to rising prices and broader geoeconomic pressures. “But the German-Qatari economic partnership is deep.”
German companies operating in Qatar remain committed to the market, while Qatari investments in Germany continue to demonstrate stability. The ambassador emphasised that the strategic partnership between the two countries is not subject to short-term shifts.
“Strategic partnerships are not changed after a few days of conflict,” he said, adding that recent high-level engagements between the two sides have focused on further strengthening cooperation.
Germany’s message to Qatar, he stressed, is “first and foremost one of solidarity,” particularly in light of the “completely unacceptable attacks” the country has faced.
On energy cooperation, Ambassador Owcza noted that while Germany has significantly increased its reliance on renewable energy, accounting for a substantial share of both overall consumption and electricity generation, Qatar remains an important partner.
Recent agreements on liquefied natural gas (LNG) imports underscore this relationship, and Germany does not rule out expanding energy cooperation in the future as part of its broader diversification strategy.
While Germany does not claim a formal mediation role, the ambassador underscored Berlin’s efforts to maintain open channels of communication among key stakeholders.

H E Dr. Johann Wadephul, who visited multiple countries, including Qatar, within a short span to engage with various actors and better understand their positions.
“The objective was to listen to all parties, keep channels open, and explore prospects for a diplomatic solution,” he said.
Germany’s leadership has also engaged internationally, including high-level discussions in Washington, to express concerns over the trajectory of the conflict and advocate for de-escalation.
Addressing the impact of the crisis on German nationals in Qatar, Ambassador Owcza said the embassy has prioritised the safety and well-being of its citizens.
Efforts were initially focused on assisting stranded tourists, many of whom were affected by disruptions to air travel. The ambassador confirmed that nearly all have now safely departed, thanks in part to the support of Qatari authorities.
“We express our sincere gratitude to the Qatari authorities for their outstanding assistance,” he said.
For residents, the embassy continues to maintain close communication, providing updates and guidance as the situation evolves. The ambassador noted that the German community has shown resilience and confidence in Qatar’s handling of the crisis.
While acknowledging that it is too early to fully assess the long-term implications of the crisis, Ambassador Owcza pointed to the potential for greater regional cooperation in the future.
Drawing on Europe’s own experience, he suggested that stronger regional integration could emerge as a pathway to stability, though this would require sustained trust-building among all parties.
In a message to the German community, he urged vigilance and adherence to official guidance.
“Stay alert, follow the advice of authorities, and be prepared,” he said. “But if time allows, also take the opportunity to enjoy moments of normalcy.”
As tensions persist, Germany’s position remains anchored in diplomacy, partnership, and a continued commitment to stability in the Gulf region.
