Qatar University hosts seminar on tender and auction laws

Qatar University’s General Legal Counsel Office is hosting a two-day seminar titled ‘The Tender and Auctions Law and its Executive Policy: The Status-Quo and Challenges.’
The event was attended by President of the University Dr. Hassan bin Rashid Al Derham; Vice President for Financial and Administrative Affairs Dr. Khaled Al Khater; and other faculty members and officials from Qatari institutions related to financial and administrative affairs.
This seminar that began yesterday will cover issues on the Tender and Auctions Committee’s role in carrying out contracting procedures, the legal provisions for contracting by practice and direct order, and problems related to concluding and implementing contracts. 
“Our country is honoured by God, under the leadership of which the principle of the rule of law took a sign and commitment to this principle has become an obligation for everyone who assumes responsibility in this country,” Dr. Al Derham said.
“The state is responsible for managing, maintaining, and developing public money through government agencies such as ministries, public authorities, and institutions, including the university. 
"The person in charge of managing these funds does not have the right to misuse them, he is an employee, and he should do his job with full honesty and per the provisions of the constitution and the law. It is a legal duty, and state’s primary responsibility to protect public money,” he added.
Within the framework of these principles, the Tenders and Auctions Regulation Law No. 24 was issued in 2015. Its provisions apply to all ministries and other government agencies. 
The law seeks to achieve economic reform for the state, especially with expanding the volume of construction and commercial work. It aims to protect public money through the specified legal procedures and controls to ensure that government agencies’ needs are provided at the best rates.
Meanwhile, Dr. Al Khater said that organising this seminar falls within the framework of Qatar University’s effort to serve the community and enrich the legal culture for workers in the field of tenders and auctions. 
He highlighted aspects of the law based on his experience as head of the University Tender Committee. He called for an increase in workshops and training for workers in this field to improve productivity. 
The first session of the seminar included discussions on the Tender and Auctions Committee’s role in directing the contracting procedures by Professor Ahmed Abdel Sattar, A former consultant at the Government Procurement Department.
The second day of the seminar will discuss general principles of tender with an explanation of the bidding and insurance procedures presented by Professor Abdullah Al Rumaihi, Director of the Procurement Department at Qatar University. 
In the last session, problems related to concluding and implementing contracts will be discussed in a lecture by Dr. Mohamed Salah Abu Rajab from Qatar University. 
The seminar will conclude with the distribution of certificates to all the participants.
