Doha, Qatar: Under the patronage and in the presence of Minister of Justice and Minister of State for Cabinet Affairs H E Ibrahim bin Ali Al Mohannadi, the Council of Ministers Secretariat General held its inaugural meeting with the heads of legal affairs departments in government entities, a significant step towards enhancing legislative integration and coordination at the national level.
The meeting opened with a dialogue session featuring HE the Minister of Justice and Minister of State for Cabinet Affairs, during which inisghts were exchanged regarding the future of national legislation, key legal challenges, and ways to unify general approaches to enhance the efficiency of the legislative system, in line with the wise leadership’s vision and in accordance with the country’s aspirations to achieve the desired legislative integration.
The session also addressed the importance of ensuring that any new legislation is compatible with existing laws, in order to maintain a unified legal framework in the country and avoid duplication or conflicts. Furthermore, it emphasized the need to leverage emerging technologies to support the digital transformation of legislative processes, in line with the efforts of various government entities to achieve the objectives of the Third National Development Strategy and Qatar National Vision 2030.
The conference featured an interactive panel discussion among participants, attended by Assistant Secretary-General for Legislative Affairs at the Council of Ministers Secretariat General Abdulaziz Mubarak Al Buainain, and Director of the Legislation Department Majed Hassan Al Ghanem. The discussion focused on common challenges faced by legal departments, and reviewed opportunities to develop mechanisms for drafting and formulating legislation to align with national development visions, strategies, plans, and legislative priorities, with the aim of improving the quality and effectiveness of legislation. It also addressed the importance of building legal capacity and developing national expertise to enhance the efficiency of legislative drafting.
The conference served as a leading national platform for exchanging legal expertise and promoting a culture of institutional consultation, reflecting the commitment of the Secretariat General of the Council to building an integrated legislative system capable of supporting the overall development process.
The forum concluded with several key recommendations, including establishing a sustainable communication network among legal affairs departments to facilitate direct and rapid exchange of information and consultations; enhancing the quality of legislation through the sharing of best practices and expertise; adopting digital transformation in government legal work and utilizing artificial intelligence technologies to support the legislative process; developing centralized platforms for providing feedback on draft legislation; and launching joint inter-ministerial training programs to enhance legislation drafting skills and assessing its impact.
The General Secretariat of the Council of Ministers affirmed that this forum marks the beginning of a series of future events aimed at strengthening coordination and unifying legal efforts, thus contributing to establishing a more responsive and dynamic legislative environment, aligned with the demands of development, modernization, and both national and global advancements.
