Profiles of the new ministers

Doha: The new ministers appointed by the Amiri Order No. 7 of 2018 issued today took oath before the Amir H H Sheikh Tamim bin Hamad Al Thani at the Amiri Diwan on Sunday.

The oath taking ceremony was attended by the Deputy Amir H H Sheikh Abdullah bin Hamad Al-Thani. It was also attended by the Prime Minister and Interior H E Minister Sheikh Abdullah bin Nasser bin Khalifa Al-Thani. 

The new Minister who took oath are: 

1.) H E Issa Bin Saad Al Jafali Al Nuaimi
Minister of Justice

In addition to his duties, H E Dr Issa bin Saad Al Jafali Al Nuaimi, Minister of Justice, is entrusted with the work of the Minister of State for Cabinet Affairs.

Before this reshuffle, Al Nuaimi was the Minister of Administrative Development, Labor and Social Affairs from January 2016.

He was the Minister of Administrative Development from June 2013.

Al Nuaimi was the Secretary General of the Council of Ministers and Chairman of the Standing Committee for Legislative Affairs before being appointed Minister of Administrative Development.

Between 2007 and 2008, served as Assistant Secretary General of the General Secretariat of the Council of Ministers.

Between 2004 and 2007, he served as Director of Legislation Department of the General Secretariat of the Council of Ministers.

He has also served in the Office of the Prime Minister from 2000 to 2004, and worked in the Ministry of the Interior between 1999 and 2000.

Holds a bachelor's degree in law from the University of Beirut and holds a doctorate in public law from Cairo University.

 

2.) H E Abdullah bin Abdulaziz bin Turki Al Subaie
Minister of Municipality and Environment

He was the Managing Director and CEO of Qatar Rail.

Al Subaie was the Chief Executive Officer of Barwa Group from April 2011 to May 2014.

Prior to joining Barwa, he was the CEO of SMEET, a subsidiary of Qatari Diar Group, and has worked in the company since its inception in 2008 until March 2011.

Al Subaie held several positions and leadership positions in project management from 1996 till 2008 with Qatar General Electricity and Water Corporation (KAHRAMAA)

He has also served on the boards of several prominent organizations such as HOCHTEIF, Qatar Broadband Network and Qatar Engineering and Construction Company (QICON).

In addition, Al Subaie served as a Board Member of Qatari Al-Diar Group, a subsidiary of Qatar Investment Authority.

He holds an MBA and a BSc in Electrical Engineering from Qatar University.

 

3. H E Ali bin Ahmed Al-Kuwari
Minister of Commerce and Industry

He was the CEO of QNB Group and Chairman of the Board of Directors from December 2014.

Served as General Manager and Chief Operating Officer of QNB.

Appointed as one of the founders of QNB Capital.

Al Kuwari has been a board member of Milaha since 2005.

Serves as Vice Chairman of the Board of Directors of Qatar Exchange.

Member of the Board of Directors of Nakilat Company representing Qatar Navigation.

4.) H E Yousef Bin Mohammed Al Othman Fakhro
Minister of Administrative Development, Labor and Social Affairs

Al Othman Fakhro started his career at Qatar Petroleum and has varied experience in areas of business including information technology, banking, human resources, project management, event management and hospitality.

He was appointed Undersecretary of the Ministry of Administrative Development, Labor and Social Affairs.

He was the General Manager - Human Capital at Qatar National Bank.

Al Othman Fakhro played an important role in organizing the Asian Games in Doha in 2006 as Deputy Director General of Operations in the organizing committee.

He was a member of the board of several governmental and semi-governmental institutions, because of his valuable experience in the field of business and his contribution to its success in general.

Holds a degree in Computer Science from the University of Southern California.

5.) H E Saad bin Sharida Al Kaabi
Minister of State for Energy Affairs and member of the Cabinet

Managing Director and Chief Executive Officer of Qatar Petroleum and Chairman of Qatargas

Joined QP in 1986 as a student of Petroleum and Natural Gas Engineering at Pennsylvania State University (PENN STATE) in the US.

In 1991 he received a Bachelor of Engineering in Petroleum and Natural Gas from PENN STATE.

Immediately after graduating he joined the Qatar Petroleum Development and Reservoir Development Department, where he held many technical and supervisory posts until he assumed the duties of Director of North Field Development. 

Has played a leading role in the development of many of the world's most advanced gas technologies, which have been implemented in record time, effectively contributing to Qatar's leading position as the capital of the LNG industry and the gas conversion industry. 

From 2006 until this appointment,  he was the Director of Petroleum and Gas Projects at Qatar Petroleum and was responsible for the management and development of oil and gas resources in the State of Qatar. His duties included overseeing all activities of developing the North Field gas, Exploration in the state.
