Globalization is defined as the development of an increasingly integrated global economy marked by free trade and free flow of capital. It is also known as a global phenomenon that we cannot separate from the present and future. It has even taken priority within the studies of international relations and the legal sciences.
It is undeniable, as globalization develops in all aspects; the development in relationships between people and countries has determined a new concept within international relations. This new concept has brought new actors within the international community. It carries bright ideas of supranational regulations, with agreements and rules that are adapting to realities and to the essence of a mutant social science.
The presence of globalization shows the existence of continuity but with changes and evolution without a defined distance. I foresee many changes to the concept of globalization as the world becomes bigger because of fewer barriers more interconnected and better communicated.
In this way, we are faced with new scenarios and new schemes of international relations under various realities and changes in the world under the new challenges that the world is facing due to the global pandemic COVID-19, affecting more than 193 countries. As a result, developed countries must come together and have the urge to find a solution to the differences of power; taking the lead of cooperation to preserve a better coexistence in peace.
On the other hand, market laws exist in order to regulate new societies where we find varieties of information and communications that have led to the existence of new life conditions, where nations are more interconnected and have led to a smaller international community without focusing on topics like territory and population.
However, with the unexpected change, the population is more susceptible without distinction of anything; only cooperation, peace and strong friendship between nations will lead us to stability and unification.
The mobilization of people in the world has been broken by “mother nature,” which has demonstrated latterly that we do not fully understand its mechanism and its wonders as it encourages us to live in harmony and respect among all of us, both sapiens and all living beings on the planet.
We also reflect that in this “new global reality,” international law plays a relevant and applicable role in all aspects. Although, it can be considered as “soft law,” in many or in all situations, the law with its regulations plays a relevant role these days, reinforcing the bilateral space and especially the multilateral one.
International relations have been considered as the interrelationships of foreign policy between states. The study of international relations is part of the political science, which has given it some autonomy as a specialized science; however, it is easily adaptable to situations for the well-being of the populations. The study of these international relations is based on three areas; known as: the descriptive, the normative or legal, and the explanatory; undivided they take great importance in our days.
We find ourselves in another stage, in which the interactions of the States occur in another context, mainly and highlighting the global changes, which brings together all the actors. Interactions can be direct or immediate, and indirect which take place with the participation of other members of the international community. However, with COVID-19, we require immediate interactions to resolve a pandemic that does enormous damages.
For this reason, international relations in the area of cooperation have taken on a pressing relevance for the international community, whose purpose is oriented to the mutual satisfaction of the demands in their solidarity action.
Let us remember that globalization, in recent years, has led to new cooperation schemes, margins of development of a Global Agenda and objectives to be achieved. We have understood in turn that inter-culturalism and the acceptance of our differences are the key segments for an adequate harmonization between the margin of sovereignty and validity of human rights.
This phenomenon takes possession of the interrelation of forces that we consider leads us to a political balance between the countries, infringed and impacted in various aspects to completely overcome this world crisis.
It is our desire that we continue to promote and strengthen an effective presence of all the nations looking for a solution, the vaccine against COVID-19. We are together to work in the investigation of reaching our target. Therefore, our hope is to grow together and strengthen the relationship as an example of the friendship that exists in this critical situation between Qatar and Peru.
We have been witnesses to how this challenge imposes on our day to day life and has portended the international relationships, marked with faith and solidarity without borders.
We are fully sure that we will know how to overcome these challenges imposed by Mother Nature even if it’s during a surprising or unexpected time. In our native language of the civilization of the Empire of the Incas, quechua, we refer to Mother Nature as “Pacha Mama”, which we will always respect and care about.
