Qatar is currently hosting the seventh edition of the Global Security Forum (GSF) under the theme “The Impact of Non-State Actors on Global Security.” The forum brings together world leaders, senior government officials, security professionals, academics, and civil society leaders to examine the growing influence of non-state entities on global peace and stability.
In his opening remarks, Prime Minister and Minister of Foreign Affairs, HE Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, emphasised the exceptional importance of the forum, highlighting the need for deep and sincere dialogue and innovative partnerships capable of meeting the challenges of a turbulent world. He noted that conflicts are no longer fleeting events but have evolved into interconnected phenomena requiring collective political will and comprehensive strategies for reconstruction—materially, socially, and psychologically.
The forum features a series of high-level panels and discussions addressing various dimensions of global security. One such panel, titled “Shadow Forces: The Rising Threat of Non-State Actors in Cybersecurity and Information Warfare,” brought together officials and cybersecurity experts to explore the mounting threats posed by non-state actors to national cybersecurity, particularly the use of cyberattacks blended with disinformation campaigns that exploit advances in artificial intelligence technologies.
What makes the Global Security Forum particularly significant is its emphasis on constructive engagement. It facilitates nuanced discussions that prioritise diplomacy and preventive strategies. By encouraging cross-sectoral and cross-border cooperation, the forum contributes to the development of shared security frameworks capable of adapting to a rapidly changing global landscape.
