The ever-increasing number of international conflicts, their costs (human and property), complexity, and intractability demands that the world focus more on preventive diplomacy. Hence, mediation is a critical component of preventive diplomacy.
According to the Ministry of Foreign Affairs Foreign Policy statement on mediation, “Qatar views the consolidation of peace in a comprehensive manner, and not just in the absence of violence. Peace is maintained through reconciliation and justice, and the promotion of human development, especially in the areas of education and public health, the creation of jobs, economic recovery, and the political and economic integration of youth, the defence of human rights and the promotion of social cohesion by rejecting injustice and exclusion.”
Besides, Qatar’s stance on mediation and peaceful resolution has made it easy for countries to trust its unbiased stance, thereby earning their trust. Qatari mediation played an important role in reaching the Doha Peace Agreement in Darfur, releasing Djiboutian prisoners of war in Eretria, and more recently aiding the peaceful transition in Afghanistan. In addition, Qatar continues to work toward reconciliation among the Palestinians.
In the wake of the Russia-Ukraine crisis, Qatar has once again stressed its commitment to a peaceful solution between the European nations. Deputy Prime Minister and Minister of Foreign Affairs H E Sheikh Mohammed bin Abdulrahman Al Thani while meeting the Russian Minister of Foreign Affairs Sergey Lavrov in Moscow, stated that Qatar has always believed in diplomatic solutions to international crises and in maintaining the international system based on respect for the Charter of the United Nations and the well-established principles of international law.
Besides, the FM said it is essential for urgent international efforts to reach a peaceful solution to the crisis, with the need to ensure the safety of civilians and consider the security of civilians a top priority. He noted the importance of avoiding escalation and resolving the crisis through constructive dialogue and diplomatic methods.
The FM’s call comes as Russia and Ukraine agreed to continue their talks today.
Qatar stresses the importance of the role of the Security Council in its support of mediation and preventive diplomacy that the international community should consolidate, as many conflicts can only be solved through multilateral efforts. The power of peace and mutual understanding of the dangers of war cannot be underestimated in a world where countries have different interests and motivations.
