BAGHDAD: Unidentified gunmen blew up Al-Rashad local council building, 65 km south of Kirkuk, after planting large quantities of improvised explosive devices around it early Tuesday.
A security source said that the gunmen had planted quantities of explosives and improvised on the newly constructed building, which houses the Council and municipal departments and detained two members of the Awakening, who were guarding the building and detonated it, which led to fully destruction and killing two guards.
