DOHA: Qatar has set up a new committee with wide powers to organise and monitor Qatari sports clubs to improve their performance and professionalism.
The decision has been viewed as an important step in Qatar’s preparations to host the FIFA World Cup in 2022 and Doha’s plans to make a fresh bid for the Olympic Games in 2024.
The new committee has been set up under the directive of the Heir Apparent and President of the Qatar Olympic Committee,
H H Sheikh Tamim bin Hamad Al Thani. The panel has been given judicial powers to investigate complaints related to sports clubs, monitoring their performance and to take decisions even to dissolve a club and close down its headquarters. The panel will be chaired by Sheikh Saoud bin Abdulrahman Al Thani, Secretary-General of the Qatar Olympic Committee, and Meshaal Nasser Al Khalifa is the vice-chairman. Khalil Ibrahim Al Jaber, Mohammad Saad
Al Moghaisab and Ali Mohammad Al Tamimi are the other members.
The committee will be responsible for licensing and relocation of sports clubs. It will also decide on grievances related to the clubs.
The committee has been authorised to decide on the merger of sports clubs or to dissolve a club and set up a temporary board of directors.
It also has the powers to disband the board of directors of any sports club and appoint a temporary board of directors, in line with the provisions of the law.
The committee can exclude members of the board of directors who are found responsible for any irregularities that led to the merger or dissolving of a club from a ban on having been nominated to the boards of directors of other clubs from the period specified in Article (45) of the sports clubs law. The committee’s terms of reference also include taking a decision to close a club headquarters and its affiliates while deciding on the grievances.
The staff of the committee will enjoy judicial powers to monitor the clubs and issue necessary decisions to implement the provisions of the sports clubs law. This will be subject to the decision of the Public Prosecutor in agreement with the committee chairman.
