ISLAMABAD: The commission constituted under the Supreme Court judgment for top-level appointments in public corporations and regulatory bodies would be able to start its work after an HR firm hired for scrutiny of documents of candidates completes its assignment, said an official.
This will take at least three more weeks.
The Supreme Court had released a detailed judgment in the Khawaja Asif Case on June 12, 2012 and the government decided that all the top appointments would be made through this commission.
An independent HR firm of international standing was to be hired for initial scrutiny/short listing of candidates but this took a very long time.
The government selected a noted firm, AF Ferguson and Co some weeks back but signed a contract with it only three days back.
Now this firm will take a minimum three weeks to complete its job after which the commission will make the final appointments.
However, there are many top positions for which only a handful of candidates are to be considered or already functioning officials have to be appointed but even in their cases, scrutiny by the HR firm is a must.
On the other hand, the Baboos have made all preparations to frustrate this June 12 verdict under which the Supreme Court has institutionalised the process of top-level hiring and appointments in public corporations and regulatory bodies by diminishing the prime minister’s discretionary powers.
Fearing that any hanky-panky during the scrutiny and proceedings of commission may result in leakage of information to the media and which could scandalise everything, the bureaucrats have planned to suggest to the prime minister not to send certain important cases of top and crucial appointments to the commission by declaring that these posts do not fall under the category of positions which need to be filled through the commission.
However, it will be quite difficult for the bureaucrats to hide such postings from the media. Sources say the commission will be completed after return of Shams Kassim Lakha on September 15 and will start functioning only when the list of short-listed candidates is received from the HR firm.
