Legislative institutions form the backbone of any society, as they play a pivotal role in the process of nation-building serving as the architects of a nation’s legal and policy framework. In his speech at the inauguration of the fourth ordinary session of the first legislative term, corresponding to the 53rd annual session of the Shura Council, the Amir yesterday talked about economic affairs assuring people about the evolving growth rate, declining inflation and public debt which dropped to less than 44 percent.
H H stressed the great attention Qatar pays to the relations within the Gulf States and efforts to ensure the advancement of integration where Qatar spared no effort to support the Gulf countries and push towards joint action, in a way that fulfils the aspirations of the peoples. In regard to foreign policy, H H the Amir emphasised Qatar’s foreign policy and governing principles and values based on establishing an effective partnership with the international community in addressing global challenges by pursuing a dialogue approach and preventive diplomacy.
H H reiterated the firm position of Qatar towards the Palestinian cause that remains at the forefront of Qatar’s priorities, highlighting Qatar’s efforts to achieve a ceasefire and end Israeli aggression on the Palestinians and Lebanese.
One of the core issues addressed by H H the Amir was “making thoughtful change is a reliable way to develop peoples’ interests, meet their aspirations and realise them. Legislative bodies must undergo regular assessments to ensure they are fulfilling their functions effectively. This involves evaluating their performance, outcomes, and both the positive and negative aspects of their work. The Amir assured that the Cabinet has finalised draft constitutional and legislative amendments on the permanent Constitution of the State of Qatar which serves as the legal parameter of these ambitions and interests.
H H considered these amendments fulfilling the supreme interest of the state and promoting the values of justice and equality in rights and duties among the society, where he directed to be referred to the council for debates and approval then the constitutional amendments will be put up to a popular referendum.
Thus, by creating, amending, and enacting laws, these bodies lay the foundation for governance, social order, and economic development. However, the dynamism of society and the rapid pace of technological, political, and cultural changes mean that legislative institutions must not only be established but also be subject to continuous assessments. These assessments ensure that these institutions stay relevant, responsive, and effective in fostering national growth and addressing evolving societal needs. With this measure, H H the Amir reassured that nation-building involves the creation of a cohesive identity, the protection of human rights, and the establishment of a legal framework that promotes peace and justice.
