Doha: Katara Public Diplomacy Center as part of its training course discussed yesterday the importance of cultural intelligence in public diplomacy.
Dr. Omar Ghanem is the lecturer of the course and an expert in state protocol and diplomatic etiquette.
He addressed, on the second day of the training course, many axes that emphasised consolidating the understanding of public diplomacy through its dynamism, by discussing how to activate the theoretical inceptions of public diplomacy on the ground through many programmes and policies, and benefiting from international experiences.
Dr. Ghanem explained that cultural intelligence is the oxygen in which public diplomacy operates and contributes to its success and brilliance, keeping pace with developments in the international arena, achieving the goals of traditional diplomacy.
The lecturer reviewed many international examples on the aspects of politics, economics, protocol, international relations and communications held between the leaders of the countries around the world, in order to approximate the image in the mindset of people, indicating that the lack of cultural intelligence contributes to the failure of public diplomacy policies, while the correct use plays a major role in the success of public diplomacy policies in global events, including leaders’ meetings, international meetings, and the protocol system of countries.
The training course also discussed the new cases in public diplomacy, such as visual and communicative diplomacy, individual populist diplomacy, and the infrastructure of public diplomacy that needs methodology, field, financial resources and executive capacity.
The ministries, official bodies, cultural, media and sports institutions participating in the training course on public diplomacy hosted by the Katara Public Diplomacy Center include Ministry of Foreign Affairs, Ministry of Finance, Ministry of Education and Higher Education, Civil Service and Government Development Bureau, Qatar Foundation, The Cultural Village, Katara, Al Jazeera Network, Qatar Museums and Aspire Academy.
The training plan for public diplomacy contains a series of educational lectures and training courses in conjunction with its launch of a media campaign in cooperation with local satellite channels and social media, including television interviews with ministers, ambassadors, diplomats and academics.
