Emir H H Sheikh Tamim bin Hamad Al Thani issued yesterday Decree No. 39 of 2017 ratifying a Memorandum of Understanding (MoU) to cooperate in the fields of desalination of seawater and sewage water treatment and their reuse between the governments of Qatar and the Republic of Cyprus signed in Doha on January 27, 2014, which text is annexed to this law.
The MoU shall have the power of law in accordance with Article 68 of the Constitution.
The Emir also issued Decree No. 40 of 2017, ratifying an agreement between Qatar and the Republic of Panama for avoidance of double taxation and prevention of fiscal evasion with respect to taxes on income and its annexed protocol signed in New York on September 23, 2010. The agreement shall have the power of law in accordance with Article 68 of the Constitution. The Emir also issued Decree No. 41 of 2017, ratifying an agreement establishing a Joint Economic, Trade, and Technical Committee between the governments of Qatar and the Republic of Azerbaijan, signed in Baku on March 8, 2016. The agreement shall have the power of law in accordance with Article 68 of the Constitution.
The Emir issued Decree No. 42 of 2017, ratifying a MoU to cooperate in the financial policy and budgeting affairs fields, between the Ministries of Finance in Qatar and Azerbaijan, signed in Baku on March 8, 2016. The MoU shall have the power of law in accordance with Article 68 of the Constitution.
The decrees stipulate that they shall be effective starting from their date of issue and shall be published in the Official Gazette.
The Emir also ratified the Cabinet's Decision No. 25 of 2017 expropriating certain real property for the public benefit. The decision shall be implemented and effective from the date of its publication in the Official Gazette.
The Emir issued an instrument of ratification approving a draft MoU for cooperation in the field of health between the Governments of Qatar and Philippines signed in Doha on April 16, 2017. The Emir also issued an instrument of ratification approving a draft MoU for cooperation in the field of culture between the Ministry of Culture and Sports in Qatar and the National Committee for Culture and Arts in the Republic of the Philippines signed in Doha on April 16, 2017.
The Emir also issued an instrument of ratification approving a draft MoU between Qatar Central Bank (QCB) and Bank of Bangladesh signed in Doha on May 8, 2017.
The Emir issued an Instrument of Accession approving the accession to the Charter of the Secretariat of the Conference on Interaction and Confidence Building Measures in Asia (CICA).
